President Norm Gavlick cited the firm’s inability to turn a profit due to increases in unemployment and workers’ compensation costs. He says, “Temporary staffing [companies] pay taxes to local, state, and county governments and put thousands of people to work every year and we get penalized with taxes and insurance to the point we can’t operate any more.”
