The ACA imposes major new legal obligations on employers, including additional excise taxes, which will increase the cost of supplying temporary and contract workers. Under the ACA employer mandate that takes effect Jan. 1, 2015, and using a one-year “look back” period, staffing firms must start tracking full-time and “variable hour” employees starting Jan. 1, 2014.
