General Employment Enterprises Inc. reported net revenues of $10.8 million for the first quarter of fiscal 2014, which ended Dec. 31, 2013, down 17% from $13 million in the comparable 2012 period. The company attributes the drop in net revenue to a substantial increase in contract work received in the year-ago period related to post-Hurricane Sandy cleanup efforts in New York and New Jersey. The company also reported a decrease in contract staffing revenue.

State and local officials across the country say cities, counties, public schools, and community colleges have reduced or limited part-time employees’ work hours to avoid the Affordable Care Act’s employer mandate. Despite the Obama administration recently easing coverage requirements for large employers, public employers have maintained work-hour restrictions because their 2015 obligations will be based on hours worked by employees in 2014.
