BLS: Staffing Job Growth Strong in March

Seasonally adjusted employment data released Friday by the U.S. Bureau of Labor Statistics indicate that staffing firms added 20,300 new jobs from February to March (up 0.8%). In a year-to-year comparison, temporary help employment for the month was 6.4% higher than in March 2012.

Nonseasonally adjusted BLS data, which estimate the actual number of jobs in the economy, indicate that the staffing industry added 55,100 new jobs (up 2.2%) from February to March of this year. On a year-to-year basis, there were 6.8% more staffing employees in March than in the same month last year.

Overall U.S. nonfarm payroll employment increased by 88,000 jobs in March, the lowest rate of job creation in nine months. The job gains were far lower than many economists’ predictions, which suggested payroll additions for March would be around 200,000 new jobs.

“It continues to be a very tough employment market in most parts of the country,” says Richard Wahlquist, president and chief executive officer of the American Staffing Association. “Job seekers need to have multifaceted employment search strategies in place that include speaking with local staffing and recruiting firms about their job prospects.”

Employment growth was mostly driven by new job creation in professional and business services (+51,000), health care (+23,000), construction (+18,000), and leisure and hospitality (+17,000). Approximately 40% of employment growth in professional and business services was driven by new jobs created in the temporary help industry. Job losses were noted in retail trade (-4,000) and within government (-12,000).

The overall U.S. unemployment rate edged down from 7.7% in February to 7.6% in March.

Opinion: Beware the Monthly Jobs-Report Chatter

The U.S. Department of Labor’s monthly jobs report, released today, contains some valuable information, according to this opinion piece, but should be parsed carefully, because the numbers are merely estimates, “are subject to significant revision, are volatile, and they tell us very little about the direction of the labor market.” The data used in the report come from two sources—household data and “job creation” numbers from businesses. Quite often the household numbers and business numbers differ by more than 50%, so while the household data might suggest 100,000 jobs have been created, the business data might indicate 200,000 jobs have been created. Over the course of a year, however, the two data sets are very closely aligned.

Although the business numbers are widely considered to be more accurate, their accuracy in any given month is questionable. For example, during the past year, 164,000 jobs were reported to have been added to the economy each month on average. However, the error rate would put actual job growth during that period at between 96,000 and 232,000 jobs in the average month.

First Quarter Layoffs Highest in a Year

Companies announced 49,255 job layoffs in March, an 11% decline from February, but an increase of 30% from a year ago, according to outplacement firm Challenger, Gray & Christmas. In four of the past six months layoffs have exceeded the rate seen in the same month a year ago. Furthermore, the first quarter of 2013 saw more announced layoffs than any quarter since 2011. Chief executive officer John Challenger says the retail environment is of particular concern. “While consumer spending is up in 2013, many retailers have been fighting for their lives since the end of the recession,” Challenger says.
