ASA has published comprehensive answers to many of the questions submitted by attendees of the two-part ASA webinar “Understanding the PPP Loan Forgiveness Rules and the SBA Audit Process.” The webinar took place June 11–12 and addressed loan forgiveness and audit issues relating to the Paycheck Protection Program under the Coronavirus Aid, Relief, and Economic Security (CARES) Act.
The FAQs address questions of general application and are based on currently available guidance. Among the questions addressed are how to determine the number of full-time equivalent employees and related measurement periods for loan forgiveness, and how to apply the various exceptions and safe harbors. The paper also addresses questions relating to the eight-week and new 24-week covered periods during which eligible expenses must be paid or incurred in order to count toward loan forgiveness, and to when forgiveness applications should be filed and what documentation is required.
