Are your clients confused about the various laws and rules pertaining to joint employment in third-party staffing arrangements? To assist members in addressing client’s questions and concerns regarding joint employment, ASA published the ASA Joint Employment Tool Kit, which offers a collection of resources to help staffing companies address client concerns about co-employment (the relationship between a staffing firm and its client in which each has legal rights and duties with respect to the same employees). The tool kit includes fact sheets, issue papers, and sample letters to clients that dispel myths regarding joint employment and explain how working with a staffing agency can actually protect clients from liability. Staffing employment grew during the week of Sept. 8–14, with the ASA Staffing Index increasing to a rounded value of 90—the highest value so far for 2025. Some staffing companies cited the recent Labor Day holiday as a primary factor that hindered further growth. For the first time since January 2023, staffing jobs increased on a year-over-year basis, up 0.5%.
New starts also increased in the 37th week of the year, up 5.4% from the prior week. Over half of all staffing companies (55%) reported gains in new assignments week-to-week, above the average of 42% so far in 2025.
The ASA Staffing Index four-week moving average increased from the previous week to hold at a value of 89. Temporary and contract staffing employment for the four weeks ending Sept. 14 was 0.3% below the same period in 2024.
This week will be used in the September monthly employment situation report scheduled to be issued by the U.S. Bureau of Labor Statistics on Oct. 3.

Lori Malett, president and owner of Hatch Staffing Services, has been named the 2025 Volunteer of the Year by the American Staffing Association. The national award recognizes one individual who made outstanding leadership contributions to ASA through a committee, council, taskforce, or working group and is selected through nominations from volunteer peers.
Over the last decade, Malett has been a leader in numerous roles within ASA. Having served twice as chair of the direct hire section council, she is currently holding the position of immediate past chair and member of the council’s ASA Central working group. In addition, her consistent involvement as a facilitator and participant on networking calls has strengthened the ASA direct hire section community. Her leadership is recognized across the industry, including during her standing-room-only direct hire session at Staffing World® 2024.
“Lori Malett’s dedication to giving back to the staffing and recruiting industry has earned her the respect of her peers across the country, along with all of us at ASA,” said Richard Wahlquist, chief executive officer at ASA. “Through her selfless leadership, Lori has advanced the interests of our industry and helped countless ASA members embrace a more strategic mindset and make impactful connections that enhance both personal and professional growth.”
