ASA Staffing Index: Staffing Employment Bounces Back After Memorial Day

Staffing employment increased in the week of June 6–12, returning to a rounded value of 106 after dipping over the Memorial Day holiday. Increasing 1.7% from the previous week, the ASA Staffing Index set a new record for the month of June. Several staffing companies cited temporary-to-hire conversions or a shortage of available candidates as factors preventing further growth. Staffing jobs were up 9.6% from the same week last year.

The ASA Staffing Index four-week moving average inched down from the prior week but held at a rounded value of 106, as temporary and contract staffing employment for the four weeks ending June 12 was 10.4% higher than the same period in 2021.

New starts grew in the 23rd week of the year, rising 19.4% from the prior week. About two in three staffing companies reported gains in new assignments week-to-week.

“Staffing employment remains at historic levels,” said Tim Hulley, ASA assistant director of research. “Fierce competition for talent has translated to sustained demand for staffing and recruiting services.”

This week, containing the 12th day of the month, will be used in the June monthly employment situation report scheduled to be issued by the U.S. Bureau of Labor Statistics July 8.

New ASA Issue Paper Warns of Legal Risks in Misclassifying Health Care Workers

A growing number of app-based online job platforms that place health care workers may be avoiding payroll taxes and other employee-related costs by misclassifying nurses and nurse aides as independent contractors instead of as employees. This practice exposes caregivers and health care facilities to liability and poses competitive and potential reputational harm to the health care staffing industry.

To combat this problem, ASA is spearheading an effort to educate staffing agencies, health care facilities, and health care workers about the risks of misclassification—and to encourage enforcement action to investigate potentially unlawful practices. A new ASA issue paper, written by a top employment law expert and association legal staff, was developed to assist in the education effort. To help bring public attention to the issue, ASA issued a news release today announcing the association’s efforts and publication of the paper.
