Debt Ceiling Taking Center Stage as Government Shutdown Continues

CBS News (10/08/13) Lindsey Boerma

The federal government shutdown and looming deadline to raise the debt ceiling have merged into one major problem on Capitol Hill, though neither issue is likely to be resolved in the near term as the government shutdown continues its second week. Republicans and Democrats seem to have dug further into their respective positions, with Republicans calling on Democrats to negotiate a short-term spending bill and a debt-ceiling increase. The White House reiterated that it is ready to negotiate over any topic—once the GOP passes legislation to re-open the government and raise the U.S. borrowing limit without any conditions.

Senate Democrats have begun work on a bill that would raise just the debt ceiling and not change any other policy, but it is unclear how many Republicans would vote for such a bill, and bipartisan support is needed. The votes might not begin until the latter part of this week because of procedural rules that govern the Senate.

Meanwhile, the U.S. is set to run out of its ability to borrow money on Oct. 17, with the current debt limit set at $16.7 trillion. If the limit is not raised, the federal government will have to withhold payments like Social Security, and the worldwide flow of credit would be jeopardized.

‘Navigating the 1% Economy’ in Staffing Success Magazine

The ASA 2013 Economic Analysis has been released to staffing professionals and media outlets nationwide. The comprehensive analysis, written by ASA chief operating officer Steven P. Berchem, CSP, is distributed each year as the special issue of the ASA magazine Staffing Success.

The analysis, “American Staffing 2013: Navigating the 1% Economy,” takes an in-depth look at what staffing employment says about the current economic environment and the future of overall employment; how the U.S. gross domestic product affects the staffing industry; and prospects for economic, employment, and industry growth.

Highlights from the analysis:

  • Staffing employment growth was more robust in the first three years of recovery from the great recession than from the previous two recessions.
  • Changing labor force demographics and slower population growth are substantially reducing the rate of job creation required to maintain full employment—from more than 200,000 per month in the mid-1990s to 35,000 per month in the late 2010s.
  • Just over 6.7 million jobs have been created since nonfarm employment began growing again in March 2010. At the rate of job creation in the first half of 2013 (192,000 per month), it would take almost another year for nonfarm employment to reach its prerecession level.

This issue also includes “Staffing and Obamacare: Whither the Windfall?” This article takes a closer look at how the Affordable Care Act might change the operational landscape for the staffing industry.

The print magazine has been mailed to members, and the special issue is available now as a digital edition. Access this and back issues of Staffing Success, and other ASA publications, on the ASA Digital platform.
